Headlights

Is it just me or are a lot of people driving around with high-beams full blast even in broad daylight?

Is it some automated thing on newer cars? Like auto high beam is always on and in daylight it can't tell when to shut them off, or is it something else? Is it just me being cranky and old? Its odd to be droving in daylight and suddenly be blinded by an oncoming car's headlights, or worse, the person behind me glaring in my rear view mirror.
